Appeal to sign for the release of detained Nepalese political prisoners in India
An Appeal that is being sent around India by the I.A.P.L. for lawyers and others to sign that can be presented to the various state home ministries for the release of illegally detained Nepalese political prisoners in India including Com. Kiran and Gaurav. It will be good if the people from other countries also sign this and then use it to send the various home ministries of India for there release.
APPEAL
We, the undersigned, demand that the Government of India and the respective State Governments of Tamilnadu, West Bengal, and Bihar and all other State Governments of the country immediately drop all charges and orders of detention against the political prisoners of Nepal who are being held by the State authorities because they are suspected of being members or supporters of the Communist Party of Nepal (Maoist). (CPN(M)It is known that C.P.Gajurel (Comrade Gaurav) and Mohan Baidya (Comrade Kiran), both leading members of the CPN(M), have been imprisoned for over 2 years in Chennai, TN and Jalpaiguri, WB, that 19 CPN(M) members are being held in the State of Bihar and 4 other Nepali prisoners are imprisoned in the State of West Bengal. It has been reported by the Home Ministry of India that there are more than 150 other Nepali citizens who are believed to be members or supporters of the CPN(M) in jails throughout the country. We, the undersigned, also demand that the Home Ministry of India publicize detailed information about the whereabouts of all Nepali “prisoners of conscience”, the reasons for their detention and to initiate proceedings that will allow all of these prisoners to be freed.
The Communist Party of Nepal (Maoist) has been the main driving force behind the demands of the majority of the Nepali people to abolish the autocratic-monarchy of Nepal and to organize free nationwide elections for a constituent assembly that will set the future course of democratic rule in the country. It is therefore necessary and immediate to free all the members and supporters of the CPN(M) who are detained in India and to allow them free movement as guaranteed to them under the Indo-Nepali Treaty of 1950, in order for them to participate in the democratic process that is now developing in Nepal.

I am opposed to the persecution of Nepalese dissidents in India, firstly because it involves India taking sides in the Nepalese civil war while the monarchy are still committing human rights violations, secondly because such persecution will not aid the achievement of peace and democracy in Nepal.
In addition, alleged membership of an overseas political party is clearly not sufficient reason to be jailing anyone, and there must be suspicions about the fairness of procedures which lead to unknown numbers of people being held.
Please release the Nepalese political prisoners in order to aid the achievement of peace in Nepal.
