captain of Nepal Army has meted out severe physical torture to two officers and a constable of Nepal Police at the Police Headquarters. Captain Robin Bikram Rana and some soldiers of the Bhairabhnath Battalion at Maharajgunj have severely beaten and given even electric shocks to Inspector of Nepal Police, Ram Bahadur KC, Assistant Sub-Inspector (ASI) Dharmendra Ray and Constable Dil Bahadur Tamang of the Police Headquarters.
With bruises all over their body and faces, KC and Ray are undergoing treatment at the Birendra Police Hospital while Tamang has been admitted to the Bir Hospital.
The incident followed a minor argument between Captain Rana and his friend Bikendra Bista and the seven-member police team over a wrongly parked vehicle at Thamel early Saturday morning (at around 1:45 am).
According to eyewitnesses, Captain Rana and his friend Bista started “misbehaving” with the police team when it reminded them that their vehicle (a red Gipsy) was wrongly parked on the road in front of the Sanchay Kosh building at Thamel.
The police team took Bista under control when he started hitting them with punches. Captain Rana, however, managed to flee.
The police team then took Bista to the Durbarmarg Ward Police Office for necessary investigation.
Police were still interrogating Bista when some 40 armed soldiers in full uniform came in two army vehicles (Ba 1 Jha 8302 and 6283) and surrounded the police office, threatening to hand over Bista, Inspector KC, ASI Ray and Constable Tamang to them.
A police officer at the Durbarmarg Police Office said they handed Bista and the three policemen to the soldiers to avoid any untoward incident. Then the soldiers dragged the policemen to their vehicle and took them to the barracks in Maharajgunj.
The three policemen were handed to the Maharajgunj Ward Police Office after hours of thrashing and physical torture at the army battalion. There are bruises all over their bodies and faces.
They claim that they were tossed and dragged through dirty water at the army barracks and beaten severely.
Police Constable Tamang has claimed that he was given electric shocks at the army barracks.
According to Police Spokesperson Ramesh Chandra Thakuri, following the series of lootings in the capital, a special task force of police was stationed for necessary security checks during the night for the last few days.

नेपाली सेनाको भैरवनाथ गणका क्याप्टेन रविन्द्रविक्रम राणाको नेतृत्वमा रहेको सेनाको टोलीले प्रहरी प्रधान कार्यलयको विशेष सुरक्षा जाँच टोलीका निरीक्षक रामबहादुर केसी लगायत तीनलाई शनिबार अमानवीय यातना दिएको छ। सेनाको निर्घात पिटाइ एवं करेन्ट लगाएर निर्मम यातनापछि गम्भीर घाइते बनेका निरीक्षक केसी, नायब निरीक्षक धर्मेन्द्र राय एवं दिलबहादुर तामाङलाई उपचारका लागि वीर अस्पताल भर्ना गरिएको छ।
शनिबार बिहान २ बजे अपहरणको शैलीमा आएको सेनाको टुकुडीले विशेष सुरक्षा जाँचका निरीक्षक केसी सहित नायब निरीक्षक धर्मेन्द्र एवं तामाङलाई उठाएर लगेको थियो।
जनयुद्धकालमा ४९ बेपत्ता नागरिकलाई हत्या गरेको सो गणका क्याप्टेन राणाले नसाको सुरमा केसीलाई टाउको घोप्टो पारेर हिलोमा चोपल्दै निकाल्दै करेन्ट लगाएको प्रहरी स्रोतले बताएको छ। यातनाका कारण केसीको दायाँ आँखामा गम्भीर चोट लागेको छ। करेन्ट र पिटाइका कारण नायब निरीक्षक रायको जिउमा असामान्यगरी चोट लागेको छ। सैनिक यातनाका कारण उनको दाहिने आँखाको हेर्नसक्ने क्षमतामा ह्रास आएको उनको उपचारमा संलग्न वीर अस्पतालका चिकित्सकहरुले बताएका छन्।
करेन्टका कारण अर्का प्रहरी तामाङको जिउमा घातक चोट लागेको छ। करेन्ट लगाई यातना दिइएको कारण तामाङको मानसिक स्थितिमा समेत असर परेको छ।
बिहान २ बजे ठमेलको त्रिदेवीमार्गमा रातो जिप्सीले बाटो अवरुद्ध पारेपछि त्यसलाई हटाउन केसीको नेतृत्वमा रहेको प्रहरी टोली ठमेल पुगेको थियो। क्याप्टेन राणासँगै रहेका विकेन्द्र सिंह बताउने व्यक्तिले बाटो खुलाउन पुगेको प्रहरी टोलीलाई तथानाम गाली गरेको थियो। नसाले चुर भएका राणाले आफू सेनाको क्याप्टेन भएको बताउँदै प्रहरीहरुलाई अपशब्द प्रयोग गर्दै गाली गरेका थिए।
गस्तीमा रहेको प्रहरी टोलीलाई गालीगलौज गरेको ४० मिनेटपछि राणाले भैरवनाथ गणका सेनालाई केसी सहितका प्रहरीलाई लिएर आउन आदेश दिएका थिए। राणाको आदेश पाएका सैनिकहरुले केसी सहित तीन जनालाई हिन्दी फिल्मी शैलीमा उठाएर लगेका थिए। बिहान ४ बजेसम्म हिलोमा उधुमुन्टे पारेर पिट्ने एवं करेन्ट लगाएर यातना दिने काम गरेपछि तीनैजनालाई वडा प्रहरीको जिम्मा लगाइएको थियो।
जनयुद्धको बेला सैनिक हिरासतमा रहेका ४९ जना नागरिकको हत्या भएको भैरवनाथ गणका क्याप्टेनले लोकतन्त्र बहालीपछि समेत हिटलीशैलीको यातना दिएर मानवताविरुद्धको आफ्नो चरित्र उदांगो पारेको छ।
राजधानीमा लुटपाटका घटनामा वृद्धि भइरहँदा शान्ति सुरक्षा बहालीका लागि खटिएको प्रहरी टोलीलाई सेनाका वरिष्ठ अधिकृतले अमानवीय ढंगले चरम यातना दिएकोमा नेपाल प्रहरीले दुःख व्यक्त गरेको छ।
सैनिक जनसर्म्पर्क निर्देशनालयले भने घटनाका बारेमा सैनिक प्रहरीले छानवीन गर्ने जनाएको छ। यसअघि सैनिक अधिकृतले नागरिक हत्या गरेका घटनामा समेत देखावटी कारवाही गर्दै आएको सैनिक संगठनमा लोकतन्त्र बहालीपछि कस्तो कारवाही हुन्छ हेर्न बाँकी नै छ।
प्रतिनिधिसभा घोषणाले सेनाको लोकतान्त्रिकरण गरेर नागरिक सरकारको नियन्त्रण राख्ने उल्लेख गरे पनि त्यसो हुन नसकेको भन्दै नागरिक समाज र बौद्धिक जमातले आवाज उठाइरहँदा शनिबारको घटना भएको छ।
